On conceptual ways out of the current situation created around Armenia, and the subject of negotiations with states and international structures 

 

1. The question of establishing a stable world in the Greater Middle East.

The way to the establishment of a stable peace in the Greater Middle East is the realization of the rights of Armenians and Kurds, as well as the rights of Palestinians at the present time in accordance with the decisions of the Paris Peace Conference. Political decisions taken until today with the goal of establishing peace in the region were not effective. In fact, there is a need to implement the already adopted decisions, and in some cases, to adopt new high-quality legal and political decisions.

 

2. The issues of the decree adopted by the Russian government, the Armenian mandate given by the USA, and the Cilicia mandate given to France are discussed.

On the eve of the formation of a new world order, it seems that the time has come for Russia, the USA and France to recall the decisions they made regarding Western Armenia, the State of Armenia and Cilicia, about the powers and mandates granted in relation to Western Armenia, the Armenian State and Cilicia. In addition, the European Parliament is obliged to review the Resolution of June 18, 1987. “On the political decision of the Armenian Question”.

According to the Saiksa-Picot agreement in 1916, Cilicia entered the zone of French influence. After the war, French troops occupied Cilicia. The French called on Armenians who had survived the Genocide to return to their native homes.

In the current military-political situation, it seems appropriate to recall the part of Colonel Harbort’s report, where he mentions the importance of accepting the mandate of Armenia proposed by the USA. “Better to spend millions on a mandate than billions on future wars.”

 

3. Security problems of the republics of the South Caucasus, Armenia and Georgia.

The two republics of the South Caucasus, Armenia and Georgia, seem defenseless against the far-reaching and very dangerous modern plans of Pan-Turkism promoted by Turkey and Azerbaijan. This situation is complicated and aggravated due to the question of the political orientation of the mentioned republics. Questions on which the USA, the European Union and Russia have disagreements.

The security issues of the republics of the South Caucasus, Armenia and Georgia can be regulated if the superpowers accept, recognize and guarantee such a decision made by them regarding the permanent armed neutrality of Armenia and Georgia.

 

4. The question of another platform for dialogue between the USA, the European Union and Russia.

One of the platforms for dialogue between the USA, the European Union and Russia can be formed in the South Caucasus, when these states recognize, accept and guarantee the adoption of the Decision on the permanent armed neutrality of Armenia and Georgia, and on this basis, not only the island of peace, but also another stable platform for dialogue.

 

5. Вопрос осуждения пантуркизма.

Pan-Turkism is a very dangerous, aggressive and nationalist theory that poses a great threat to all nations and states of the Greater Middle East, the Caucasus, Asia and the Middle East. Including for the Turkic-speaking nations and states of Central Asia. Pan-Turkism cannot be controlled, it is a non-controllable theory. Pan-Turkism is capable of turning any region and state into chaos, including all the regions listed above. In this sense, it is better to prevent a threat than to make superhuman efforts to neutralize it.

The theory of Pan-Turkism, as a dangerous, aggressive and nationalist theory, should be condemned and banned, just like fascism.

 

6. The question of compensation for material losses suffered by the Armenian people during the First World War.

According to the calculations of the Special Commission, acting within the framework of the Special Commission of the Paris Peace Conference, the material losses of the Armenian people during the First World War amounted to 19 billion (19,130,982,000) French francs in 1919, which today is 286,964,730,000 euros or 312,791,555,700 US dollars.

The Republic of Turkey has not yet paid this amount to the Armenians.

In addition, during and after the First World War, the Turkish government carried out the Genocide of Armenians, Assyrians, Greeks, deportation and appropriation of their property. In the following years, they also carried out the destruction of the cultural heritage of the mentioned nations, that is, Cultural Genocide.

It should be noted that the issues of Genocide, ethnic cleansing, deportation of these peoples, as well as destruction of their cultural heritage, condemnation of Cultural Genocide, reparations and restoration were always relevant.

Speaking about the efforts to establish peace or the decisions made in relation to them, it should also be taken into account that one of the conditions for the establishment of stable peace is the implementation of already adopted legal and political decisions, as well as the adoption of fair decisions of new legal and political content and their implementation.
